I'm looking for a cosplay of Panty from Panty and Stocking.

I am estimating between $125-$150. I will need it by the 20th of this month, and am willing to pay for a rush ($50 for rush). I am willing to go all the way up to $200 (with rush price)
Notes:
-I am slightly picky. I do want the hearts to be plastic and the wings on the shoes to not be foam.
-For the shoes, they are slight high heels. NOT FLATS OR GLADIATOR SANDALS
-Do not need wig
